How many #1 New York Times Best Selling authors/Best Sellers are there?

For ex, when i got to B&N, Pretty much every book has "#1 New York Times Best Selling Author" or "#1 New York Times Best Seller"
I just don’t get it
This ranking and the book is on a weekly basis, I think the method is stupid but it gives the authors a huge morale/publicity book by [...]

if you like stephen king, you will like Dean Koontz. One of the best fiction writers, he is like the other Stephen King, haha.

How does a new author manage to get a publisher to even bother to read their enquiry letter?

I have sent many letters, not manuscripts mind, via email. Just a brief, concise letter asking if they would be considerate enough to read one chapter. They don’t bother to reply or send a computerised note saying "no". How on earth do new authors get through the barriers?
Perhaps I should have said "publisher or agent". [...]
